PURI LUMBUNG COTTAGES

A small – scale core rural tourism development which is an experimental community and environment based project Prepared by: Nyoman Bagiarta October 1992

Background

Vision :

In 1955 the capital of Bali ( Singaraja ) was moved from the North to the South (Denpasar ). At the same time there was a strong recommendation from CHECHI report (sponsored by the US Department of Commerce) to the Indonesian government, to establish tourism development ( The recommendation was to build at the southern part of Bali which has white sands ) for aiding the economic activities in Indonesia . Since then a number of issues have arisen which are gradually becoming worse

Among the issues are :

  1. All economic activities and trade, administration activities public facilities, are concentrated in South Bali . The northern area's more agriculture is drier and more acid as well as a substantially, higher population in the villages. More-over there is a tendency that the price of all traditional commodities are always going down.
  2. The consequences cause a serious inbalance due to:
    1. brain/capital flight to the south
    2. flows of migration and creating over-population in the large cities.
    3. Youngsters leaving their village ( a lack of workers in the village )
  3. The culmination of these condition create less accessible opportunities for education/training, less access to labor markets/employment and an unbalanced distribution of income and prosperity for the north.
  4. Other issues, Tourism industry damages the local culture and environment
  5. Indonesian lack of entrepreneurs for supporting economic development
  6. School teaching staff must to give training in bussines skills.They must have business training centers to help students drive initiatives to becomes business minded

Mission

To establish a small scale model as a show case, which could to a certain degree respond to all these issues.

•  Who designed and what is their aspiration or whatever the last is their ethics philosophy?

•  Any change or development is creating disharmonies or creating advantages and disadvantages for the environment.

•  Traditionally Balinese have a concept about these issues called TRI HITA KARANA ( the Hindhu Concept of Mans requirement by the Gods is to co – exist with nature around them as well as with their fellow humans. All this in order to please the Gods and maintain universal relationships among them with nature and God ( Creator ). This sustainable development can only be maintained through proper planning and sound ethical considerations for balancing the needs of human beings with the capacity of the nature to supply those materials.

Some step for selling the ideas ( middle 1991 )

  1. Simple Research.
    1. Library resource : tropical institute in Amsterdam
    2. Interview local people : it was found the first guest house was built at Munduk Village about 1910
    3. Research scientists ( Dutch ) did research about rain forest, ancient culture heritages at this area.Subsequently Lifering, Van Der Tuuk and Dr. Goris built a musem for taking care of the sacred lontar collection called Gedung Kertya
    4. Some group of international friends to have their opinion about Munduk and at last they strongly suggest to build facilities differently with the south.
  2. Selling the ideas :
    1. Inviting International Organizations such as :

British Council, Goethe Institute, US agriculture to participate in order to realize the project. Their involvement will attract the International community, especially independents journalist and writers to expose the event widely to all over the world.

    1. Discussions with the Government and local people, we invite a lot of guest speakers to explain the benefits of the project to the local people as well the dangerous impact of tourism.

Try to formulate the whole objectives of the project, in order to meet the needs of people living around the project.

  1. The hotel facilities consist of :
    1. Traditional cottages rooms
    2. Renovated colonial style building 5 rooms.
    3. A restaurant seating 30 people
    4. A small kitchen unit and parking area.

These were opened on October 2, 1992 .

Rules and functions of Puri Lumbung Cottages :

  1. As a small scale unit of agent of economic development in a rural area, it must yield a profit.
  2. As a centre for life education for the young people to learn trade skills and entrepreneurial programs ( apprentice program ).
  3. Utilize local human resources :

•  recruit staff locally and from the surrounding village

•  Traditional talents :

Dance and music foundation

Craft and painters

Healing treatment and massage

Traditional game ( gangsing and cock fighting )

Carpenter, brick layer, cooking

Trekking guide

Horse riding

Yoga, meditation and spiritual discussion

Reforesting – subak

Local architecture

•  Expert Herbiologists

•  Developing organic food, growing organic crops.
